Deputy Executive Director (International & Regulatory) – Other – Arlington, Va.

American Intellectual Property Law Association The American Intellectual Property Law Association (AIPLA), a national bar association, seeks a detail-oriented individual to fill its Deputy Executive Director – International and Regulatory position.

Reporting to the Executive Director, this position has the principal day-to-day responsibility for international intellectual property issues of concern to the Association and issues relating to the U.S. Patent and Trademark Office. This position performs a wide range of representational functions relating to the nature of the Association’s preeminent role in domestic and international IP issues. Performs in-depth research and analysis on domestic and international legal topics as assigned. Independently exercises significant discretion and judgment in carrying out assignments.

Duties & Responsibilities:
International
Oversees all international intellectual property matters in which the Association participates and monitors the activities of major international IP organizations, including the World Intellectual Property Organization, ICANN, EPO, JPO, Industry Trilateral, etc.

Represents and coordinates AIPLA’s representation before international organizations or at international meetings and fora, as assigned, including the WIPO Assemblies and relevant substantive committee meetings, ICANN (including the IP Constituency) and the Industry Trilateral. Coordinates preparation of Association comments on amendments to foreign national laws and international treaties and instruments.

Assists the Executive Director and other senior staff in managing international projects involving the Association, including co-sponsored symposia with other NGOs at global venues, assisting in finalizing of agenda, coordination of participants and speakers, and coordinating preparation of final reports.

Manages, with the Deputy Executive Director and the Director of Legal Affairs, the Assistant to the Deputy Executive Directors and the Policy Assistant.

Regulatory
Oversees the relations between AIPLA and the U.S. Patent and Trademark Office and serves as the principal staff liaison to appropriate Association, Board and relevant committees regarding USPTO matters and Association’s response to requests for comments from USPTO on rulemaking, policy positions, fee setting, etc. This position is responsible for attending Patent and Trademark Public Advisory Committee meetings, and other USPTO –sponsored public meetings and Roundtables.

Monitors other U.S. government agencies with IP responsibility on behalf of the Association, including U.S. Trade Representative, Office of IP Enforcement Coordinator, Federal Trade Commission, International Trade Commission, etc., and serves as liaison to the Board and relevant committees of the Association.

Evaluates legislative and operational proposals arising from the Administration in order to help lead the development of Association positions before Congress and the Administration.

Qualifications:
The successful candidate will have an in-depth knowledge of and experience with international and USG-related intellectual property issues, policies, and organizations. A law degree with special expertise in the field of intellectual property law is required. Working relationships and experience in the USPTO, and with international intergovernmental organizations, is highly desirable, as are a proven track record of success in prior related work and superior communication skills. Senior management experience is greatly desired.
