Yes but what is the number for patents that were filed from inventions made in the USA? Many of these patents are from activity in China.
And you have to remember that the economy has grown and that the number of applications filed from foreign sources has grown enormously.
The irony is that other countries are trying to build a strong patent system while we burn ours down.
