There is a vacancy for an intellectual property attorney within the Office of Counsel, Naval Air Systems Command (NAVAIR), NAVAIR Headquarters, Patuxent River, Maryland. The incumbent is responsible for providing Intellectual Property and Technology advice to NAVAIR HQ competencies and personnel, Air Program Managers and Air Program Executive Officers. As the patent attorney at NAVAIR headquarters, the incumbent is responsible for coordinating the NAVAIR patent program to include coordinating policy and procedures to enhance the NAVAIR patent program and serving as liaison with seven other intellectual property attorneys assigned to three NAVAIR field activities. The incumbent will provide and coordinate a full range of intellectual property legal services, including counseling on intellectual property matters; counseling on contract and technology transfer matters, such as rights in inventions, patents, technical data and computer software, cooperative research and development agreements; other agreements, counseling on contract surveillance regarding invention disclosures; support of intellectual property litigation; resolving patent and copyright administrative claims; counseling on rights in technical data and computer software matters including preparation/negotiation of licenses; processing of invention security matters; preparing, drafting and prosecuting patent and trademark applications; and conducting training on intellectual property matters. The incumbent does not serve in a supervisory capacity but does serve as the lead for the NAVAIR Intellectual Property Community of Practice to include facilitating the flow of inform! ation and effective communication and coordination of intellectual property law and policy developments among all NAVAIR intellectual property attorneys and with Navy Patent Counsel, the U.S. Patent and Trademark Office, Office of Naval Research, and other Government agencies.

This position will be filled at the GS-15 pay grade. The successful candidate should be a dynamic leader, have extensive knowledge of intellectual property law, and be proactive in mentoring and embracing change. The successful candidate will have exceptional legal skills. However, equally important is the candidate’s ability to develop and maintain strong, effective working relationships with clients, other attorneys located at NAVAIR, NAVAIR field activities, or elsewhere within the Navy or other agencies. To this end, the successful candidate will demonstrate outstanding interpersonal skills, an ability to lead and work with other attorneys and personnel, and excellent written and verbal communication skills.
